چکیده

توسعه شایستگی حرفه‌ای، دیپلماتیک و بین‌المللی مدیران ورزشی دارای ابعاد، انواع و مراحل مختلفی می‌باشد که پژوهش حاضر درصدد شناسایی و مدل‌سازی آن‌ها می‌باشد.
روش تحقیق از نوع کیفی با رویکرد اکتشافی و مطالعه نظامند کتابخانه‌ای و مصاحبه به شیوه نظام‌مند و سیستماتیک انتخاب شد. جامعه آماری شامل دو بخش صاحب‌نظران (اساتید، مدیران و..) و منابع اطلاعاتی (مقالات، اسناد و ..) بود. مشارکت-کنندگان به تعداد قابل کفایت (اشباع نظری) با روش قضاوتی نمونه‌گیری شد (16 نفر و 47 سند). ابزار پژوهش شامل مطالعه کتابخانه‌ای نظام‌مند و مصاحبه‌های اکتشافی ساختارمند بود. روایی پژوهش براساس تعیین اعتبار علمی و حقوقی منابع اطلاعاتی و روایی محتوایی چارچوب (توسط 3 متخصص) استخراج مفاهیم (رونوشت) صورت گرفت. جهت تحلیل داده‌ها از روش کدگذاری چندمرحله‌ای با رویکرد تحلیل ماتریسی و سیستمی استفاده شد.
چارچوب مفهومی استخراج شده شامل 4 سطح کلی، 16 منظر، 32 بُعد و 126 مؤلفه کلیدی بود. چهار سطح مفهومی مدل شامل؛ 1- عوامل اثرگذار بر شایستگی‌های بین‌المللی و دیپلماسی مدیران ورزشی 2- انواع شایستگی‌های بین‌المللی و دیپلماسی مدیران ورزشی 3- توسعه شایستگی‌های بین‌المللی و دیپلماسی مدیران ورزشی 4- کارکردهای شایستگی بین‌المللی و دیپلماسی مدیران ورزشی است.
به طور کلی می‌توان نتیجه‌‌ گرفت که هم شایستگی بین‌المللی قابلیت و سازگاری اجرایی به مدیران ورزشی را دارد و هم مدیران ورزشی بستر پیاده‌سازی این رویکرد را دارند. اما تحقق آن نیازمند به‌کارگیری ظرفیت‌های درونی و بیرونی سازمان‌های ورزشی در کنار رفع موانع درونی و بیرونی با استفاده از راهبردها و راهکارهای مناسب است.

چکیده [English]

The development of professional, diplomatic and international competence of sports managers has different dimensions, types and stages that the present study seeks to identify and model them.
The research method was qualitative with a heuristic approach and systematic study of the library and interviews were selected in a systematic and systematic manner. The statistical population consisted of two sections of experts (professors, administrators, etc.) and information sources A sufficient number of participants were sampled by judgmental method. Research tools included systematic library study and structured exploratory interviews. The validity of the research was based on determining the scientific and legal validity of information sources and the content validity of the framework extracting concepts (copies). For data analysis, multi-stage coding method with matrix and system analysis approach was used.
The extracted conceptual framework included 4 general levels, 16 perspectives, 32 dimensions and 126 key components. The four conceptual levels of the model include; 1- Factors affecting the international competencies and diplomacy of sports managers 2- Types of competencies International and diplomacy of sports managers 3- Development of international competencies And diplomacy of sports managers 4- Functions of international competence and diplomacy Sports managers
In general, it can be concluded that both international competence has the ability and executive compatibility to sports managers and sports managers have the basis to implement this approach. But its realization requires the use of internal and external capacities of sports organizations along with removing internal and external barriers by using appropriate strategies and strategies.
