چکیده

هدف این پژوهش، طراحی الگوی جاری‌سازی استراتژی‌های فدراسیون فوتبال ایران با روش کارت امتیازی متوازن بود. روش پژوهش، توصیفی و به لحاظ هدف، کاربردی بود. داده‌های پژوهش به‌صورت میدانی و به شیوه آمیخته (کمی و کیفی) گردآوری شد. جامعه آماری در بخش کمّی، 75 نفر شامل مسئولان فدراسیون و هیئت‌های فوتبال و مدیران باشگاه‌های سطح اول فوتبال کشور و در بخش کیفی، 12 نفر از خبرگان فوتبال بودند. به‌دلیل محدودیت اعضا، نمونۀ آماری با جامعۀ پژوهش برابر شد. ابزار پژوهش، پرسشنامه تعیین مناظر استراتژی‌ها بود. برای تجزیه و تحلیل داده‌ها در بخش کمّی از درصد فراوانی و در بخش کیفی از نظرهای خبرگان، روش استقرای منطقی و جلسات شورای راهبردی استفاده شد. یافته‌ها نشان داد در فوتبال کشور، پنج منظر مالی، بومی‌سازی، مشتری، فرایندهای داخلی و رشد و یادگیری وجود دارد. 33 هدف استراتژیک و 36 سنجه، تعیین شد و 39 اقدام و ابتکار تدوین شد. می‌توان گفت که اقداماتی از قبیل توانمندسازی و به‌روزرسانی دانش مدرسان و برگزاری کارگاه‌های کیفی توانمندسازی منابع انسانی در منظر رشد و یادگیری، تحقق استراتژی‌های منظر فرایندها را تسهیل خواهد کرد و به مسئولان برای احصای شاخص‌ها و استانداردهای فوتبال حرفه‌ای و طراحی و اجرای مدل بومی فوتبال حرفه‌ای کمک خواهد کرد. این مدل به‌دلیل ارتباط بـین استراتژی‌ها با اهداف استراتژیک، سنجه‌ها و اقدامات و ابتکارات فدراسیون فوتبال در منظرهای مختلف، عـلاوه‌بـر اجـرای اسـتراتژی، قابلیـت ایجـاد زمینه تحقّـق اهداف بلندمدت فوتبال کشور را دارد.

چکیده [English]

The purpose of this study was to design a model for implementing the strategies of the Iranian Football Federation with a balanced scorecard method. The research method is descriptive and applied in terms of purpose. The research data were collected in a field and in a mixed manner (quantitative and qualitative). The statistical population in the quantitative section, including federation officials and football delegations and managers of the country's first level football clubs, was 75 people (and in the qualitative section 12 football experts). The research questionnaire was to determine the perspectives of the strategies. To analyze the data, a small percentage of the frequency and in the qualitative part of the experts' opinions, logical induction method and strategic council meetings were used. The findings showed that in national football, five perspectives There is finance, localization, customer, internal processes, and growth and learning. 33 strategic goals and 36 metrics were determined, and 39 actions and initiatives were developed. Qualitative empowerment of human resources in the perspective of growth and learning will facilitate the realization of perspective strategies of processes and will help the authorities to calculate the indicators and standards of professional football and design and implement the native model of professional football. With the strategic goals, measures and initiatives of the Football Federation in perspective In addition to the implementation of strategy, it is capable of creating the ground for the realization of the long-term goals of the country's football.
