چکیده

اسناد بالادستی و سیاست‌های کلی کشور که مسئولان نظام آن‌ها را تهیه کرده‌اند، به‌منظور برنامه‌ریزی و تعیین خطوط اصلی و اتخاذ تصمیم‌ها در سازمان‌ها مبنای استناددهی است؛ بنابراین، پژوهش حاضر با هدف بررسی میزان همخوانی و تطابق محتوای اسناد بالادستی کشور با اهداف، وظایف و برنامه‌های مسئولان و سازمان‌های ورزشی در زمینة توسعة ورزش بانوان کشور، انجام شد. روش پژوهش، کیفی با استفاده  از روش اسنادی و تحلیل محتوا مبتنی‌ بر روش تحلیل تماتیک بود. در بخش پژوهش اسنادی، تمام اسناد بالادستی شامل سند چشم‌انداز بیست‌ساله و مجموعة برنامه‌های پنج‌سالة توسعه، سند تحول بنیادین آموزش و پرورش، سند جامع علمی سلامت، قانون اساسی جمهوری اسلامی ایران، شرح وظایف مدیران و سازمان‌های متولی ورزش بانوان و همچنین مصاحبه‌های رسانه‌ای با مسئولان دربارة توسعة ورزش بانوان، به‌‌صورت تمام‌شمار بررسی شدند. یافته‌ها نشان داد بین سیاست‌های کلان مندرج در اسناد بالادستی با وظایف، اهداف و برنامه‌های سازمان‌های ورزشی همخوانی مطلوب وجود ندارد. اسناد بالادستی به ورزش بانوان در قالب ابزار سلامت و غنی‌سازی اوقات‌فراغت توجه دارند، اما در اهداف، وظایف و برنامه‌های سازمان‌های ورزشی، ورزش قهرمانی و حرفه‌ای بانوان بیش از سایر مؤلفه‌های ورزش در محور توجه است. از نظر مسئولان، رسانه‌ها در توسعة ورزش بانوان نقش توسعة فرهنگی، بازاریابی و نمایش رویدادهای ورزشی  دارند که باید به آن بیشتر بپردازند. مسئولان سازمان‌های ورزشی، ورزش قهرمانی را ضرورتی در توسعة ورزش بانوان کشور می‌دانند؛ بنابراین، بازنگری اسناد بالادستی برای ایجاد نگرش جامع به توسعة ورزش بانوان ضرورت دارد.

چکیده [English]

The purpose of the study was to evaluate Consistency of national policy and legislation with the sport organizations and mass media performance in women's sports development in Iran. And for this purpose, the qualitative research method was used based on thematic analysis using documentary and content analysis methods. for the Documentary Research, national policies and legislation statements including Islamic Republic of Iran’s 20-Year Vision Plan  and the Five-Year Development Plans Set, the Fundamental Reform Document of Education (FRDE) in the Islamic Republic of Iran, the Comprehensive Scientific Health map, the Constitution of the Islamic Republic of Iran, duties and goals of sport organizations in women's sports departments, as well as Media interviews with top officials of sport organizations were reviewed and analyzed in full. The findings showed that there is not any consistency between the national policies and legislation contents with the duties, goals and performance of the sports organizations. The national policies and legislation focus on women's sports as a tool for health and leisure enrichment. But in the goals, duties and performance of sports organizations, championship and professional sports for women was emphasized more than other components of sports. According to the officials, the role of media in women's sports development is based on marketing and promotion, cultural development, and displaying events. The officials at sports organizations consider championship sports as a necessity in the development of women's sports in Iran. Therefore, revising National policy and legislation is essential to develop a holistic approach to women's sport development.
