چکیده

تحقیق حاضر با هدف بررسی عملکرد شورایاری ها در جلب مشارکت مردمی برای توسعه ورزش همگانی انجام شد. تحقیق حاضر از نوع اکتشافی و به روش تحلیلی انجام شد. مشارکت کنندگان در بخش کیفی شامل اساتید مدیریت ورزشی و مدیران شهرداری که دارای تحصیلات تکمیلی و تجربه مدیریت می باشد که تعداد 20 نفر انتخاب گردید. در بخش کمی جامعه آماری برابر با اعضای شورایاری 28 محله شهری تربت حیدریه می‌باشد که تعداد آنها 280 نفر می باشد و به صورت تمام شمار مورد بررسی قرار گرفتند. با استفاده از روش دلفی گویه‌های تحقیق ارائه گردید و بر اساس مرحله دلفی و مولفه‌ها پرسشنامه تحقیق تدوین گردید. برای تایید روایی از ده نفر از اساتید مدیریت ورزشی نظرخواهی گردید و پایایی ابزار به وسیله آلفای کرونباخ 98/0 محاسبه شد. برای تحلیل داده‌ها در بخش کیفی از روش دلفی فازی و در بخش کمی آزمون‌های تحلیل عاملی تاییدی، تحلیل عاملی تاییدی مرتبه دوم، ضریب همبستگی پیرسون و مدل معادلات ساختاری استفاده شد. یافته ها نشان داد پس از تحلیل عاملی چهار عامل اثربخشی و کارایی، اطلاع رسانی و شفافیت، قانون مندی، توافق جمعی، شناسایی شد. همچنین برازش مدل در حالت مطلوب قرار دارد و مدل عملکرد شورایاری‌ها در توسعه ورزش همگانی دارای برازش مطلوب می‌باشد. با توجه به یافته ها می توان نتیجه گرفت در مجموع عملکرد شورایاری ها را موثر بر توسعه ورزش همگانی در شهر دانست و یکی از راه های توسعه مشارکت در ورزش همگانی عملکرد مطلوب شورایاری ها به شکل متحد و با ملاحظات قانونی می باشد.

چکیده [English]

The present study was conducted to investigate the performance of councils in attracting public participation for the development of public sports. The present study was an exploratory and analytical study. Participants of the research in qualitative section were professors of sports management and municipal managers who have postgraduate education and management experience, of which 20 people were selected. In a quantitative part of the statistical population is equal to the members of the council of 28 urban neighborhoods of Torbat Heydariyeh, whose number is 280 people and surveyed all sampled. Research items were presented using the Delphi method and a research questionnaire was developed based on the Delphi stage and components. To confirm the validity, ten professors of sports management were interviewed and the reliability of instrument was calculated 0.98 by Cronbach's alpha. Fuzzy Delphi method was used to analyze data in qualitative part and confirmatory factor analysis,, Pearson correlation coefficient and structural equation model were used. Findings showed after factor analysis, four factors of effectiveness and efficiency, information and transparency, regularity, and collective agreement were identified. Also, the model is in favorable state and the performance model of the councils in the development of public sports has favorable fit. According to the findings, it can be concluded that in general, the performance of councilors considered effective on the development of public sports in the city and one of the ways to develop participation in public sports is the optimal performance of councilors in unified manner and with legal considerations.
