چکیده
هدف از پژوهش حاضر طراحی مدل کیفی ارزیابی عملکرد در فدراسیون ورزشی بولینگ، بیلیارد و بولس جمهوری اسلامی ایران بود. در این تحقیق از روش دلفی استفاده شد که مرحله اول (با رویکرد کیفی و استقرایی) داده های حاصل از مصاحبه های عمیق با خبرگان سازمانی و بیرونی (11 نفر)، با استفاده از نرم افزار مکسکیودا و روش تحلیل مضمونی، تجزیه و تحلیل گردید و به ترسیم الگو و شبکه مضامین (441 کد و 26 مضمون) ارزیابی عملکرد سازمان منجر شد. در مرحله دوم (با رویکرد کمی) با هدف ساختاردهی به نظرات خبرگان از روش مدلسازی ساختاری تفسیری استفاده شد که یکی از فنون پژوهش عملیاتی نرم است. در نتیجه با سطح بندی مضامین حاصل از مرحله اول و نیز کشف روابط میان آنها، مدل مفهومی نهایی ترسیم شد. یافته های تحقیق، 8 مضمون پایه تعیین کننده عملکرد را شامل می شود: رهبری و مدیریت، ارتباطات، عضوگیری، مدیریت منابع مالی، استانداردسازی، تصویر مثبت، حفظ ارزش ورزش در جامعه، و آموزش و مهارت کارکنان. همچنین 3 مضمون به عنوان نتایج عملکرد شناسایی شدند که شامل سه مؤلفه فعالیت های آموزشی، مسابقات داخلی و خارجی و تغییر قوانین تاسیس باشگاهها قرار گرفتند. این ۱۱ مؤلفه، اجزای تشکیل دهنده مدل نهایی تحقیق هستند. نهایتاً بر اساس مولفه های موجود در مدل نهایی پیشنهادات کاربردی همچون استفاده از گزارشهای عملکرد توسط مدیران، ایجاد ارتباطات مدیر با فدارسیونهای دیگر و چگونگی جلب رضایت مشتریان و کارکنان برای مدیران ارائه گردید.

The aim of this research was developing a quality model for performance evaluation in the Bowling, Billiards and Bowls Sports Federation. In this research, Delphi method was used which in the first stage - with qualitative and inductive approach - the data obtained from in-depth interviews with organizational and external experts (11 person) were analyzed using MAXQDA software and thematic analysis method. It led to the drawing and networking of endowment organization performance management themes (441 codes and 26 themes). In the second step - with a quantitative approach - the interpretive structural modeling (ISM) approach was used to structure the experts' views which is one of the soft operational research techniques. As a result, the final conceptual model was drawn by classifying themes from the first stage and exploring the relationships between them. The research findings include eight basic themes that determine performance: Leadership and management, Relationships, Membership, Financial management, Standardization, Positive image, Maintaining the value of sports in the community, and Staff training and skills. Also, 3 themes were identified as performance results, which included the three components of educational activities, internal and external competitions, and changes in the rules for establishing clubs. These 11 components are the components of the final research model. Finally, based on the components in the final model, practical suggestions such as the use of performance reports by managers, establishing manager relations with other federations and how to satisfy customers and employees were presented to managers.
