چکیده

پژوهش حاضر با هدف شناسایی عوامل مؤثر بر حکمرانی مطلوب در ساختار ورزش قهرمانی کشور انجام شد. این پژوهش از نوع مطالعات طرح متوالی اکتشافی بود. جامعۀ ‌‌آماری در بخش کیفی متشکل از اعضای هیئت‌علمی، سیاست‌‌گذاران و تصمیم‌گیران ورزش در سطح کلان بود. همچنین جامعۀ ‌‌آماری در بخش کمّی متشکل از اعضای شورای راهبردی وزارت ورزش و جوانان، مدیران عالی ستادی وزارت ورزش و جوانان، مدیران میانی ستادی وزارت ورزش و جوانان، رئیس، نایب‌رئیس و دبیر فدراسیون‌های ورزشی بود. نمونۀ آماری در بخش کیفی 15 نفر از خبرگان بودند که تا رسیدن به اشباع نظری با بهره‌گیری از تکنیک‌‌های هدفمند نظری و گلوله‌برفی انتخاب شدند و در بخش کمّی برای هر گویه بین پنج تا 10 نمونه لازم بود؛ بنابراین 294 نفر نمونۀ آماری پژوهش را تشکیل دادند. ابزار جمع‌آوری داده‌ها در بخش کیفی مصاحبۀ نیمه‌ساختارمند و در بخش کمّی پرسشنامۀ محقق‌ساخته بود. پایایی مصاحبه‌‌ها با روش مطالعۀ توافق درون‌موضوعی 79/0 به دست آمد. برای روایی محتوایی از نظر خبرگان و اعتبار سازه (تحلیل عاملی اکتشافی و تأییدی) و از شاخص‌های پایایی ترکیبی، آلفای کرونباخ، روایی واگرا و همگرا و مدل‌سازی معادلات‌ساختاری استفاده شد. شاخص برازش مدل 50/0=GOF  گزارش شد. درنهایت مدل حکمرانی مطلوب در ساختار ورزش قهرمانی کشور با ده عامل ساختار پایدار و باثبات، ساختار عادلانه، ساختار دموکراتیک، ارتباطات شبکه‌‌ای، هم‌‌ریختی ساختار، ساختار استراتژیک، ساختار مشترک، ساختار شفاف و پاسخگو، ساختار سیستمی و ساختار حامی‌گری ارائه شد؛ بنابراین پیشنهاد می‌شود تدوین اسناد ساختار حکمرانی براساس ساختار دموکراتیک، همسوبودن تصمیم‌‌گیری سه نهاد دولت، بخش‌‌خصوصی و مردم و همچنین مشارکت نهادهای غیردولتی صورت گیرد.

چکیده [English]

The purpose of this study was to identify the factors affecting good governance in the structure of national championship sports. The present study was a type of sequential exploratory project. The statistical population in qualitative part consists of faculty members, sports policy makers and decision makers at macro level, and in quantitative part, members of Strategic Council of Ministry of Sports and Youth, senior staff managers of Ministry of Sports and Youth, middle staff managers of Ministry Sports and Youth, and vice-president and secretary of sports federations. The statistical sample was selected in qualitative section of 15 experts to reach theoretical saturation using theoretical targeted techniques and snowballs. Further, in quantitative section between 5 to 10 samples were needed for each item, so 294 people selected statistical sample. The data collection tool was a semi-structured interview in qualitative part and researcher-made questionnaire in quantitative part. The reliability of the interviews was 0.79 by intra-subject agreement study. For content validity, from experts' point of view and construct validity (exploratory and confirmatory factor analysis), and combined reliability indices, Cronbach's alpha divergent and convergent validity, and structural equation modeling were used. Finally, the model of optimal governance in the structure of the country's championship sport with ten factors was presented. Therefore, it is proposed to document the governance structure based on the democratic structure, and support and evaluation of the government for the decision of the private sector and civil society, and the alignment and cooperation of all three sectors.
