چکیده
پیاده سازی برنامه های راهبردی در نظام ورزش ایران نیازمند شرایط و محیطی است که باید مهیا باشد تا سازمان ها و نهادهای مختلف بتوانند در راستای تحقق اهداف و چشم انداز خود قدم بردارند. از این رو، تحلیل کلان عوامل پیش برنده در پیاده سازی برنامه های راهبردی سازمان های ورزشی ایران هدف اصلی این پژوهش است. پژوهش حاضر از لحاظ هدف کاربردی و از نظر ماهیت، تحلیلی و اکتشافی است که با به کارگیری ترکیبی از مدل های کیفی و کمی انجام گرفته است. جامعۀ آماری پژوهش شامل نخبگان اجرایی و دانشگاهی بود که تخصص و تجربۀ کافی پیرامون مسئله برنامه های راهبردی در سازمان های ورزشی داشتند، روش نمونه گیری به صورت هدفمند انتخاب شد و حجم نمونه برابر با 13 نفر بود. داده های کیفی با پرسش نامۀ باز و از طریق مصاحبه و بررسی اسناد و داده های کمی به کار رفته در این پژوهش به صورت عددی و از طریق وزن دهی پرسشنامه های دلفی تهیه شد. تجزیه و تحلیل نهایی روی 14 ماتریس بازگشتی انجام شد. داده های گردآوری شده با استفاده از نرم افزار میک مک تحلیل شد. یافته های پژوهش نشان داد که نیروهای پیشران کلیدی اقتصادی، تکنولوژیکی، ارتباطات، سیاسی و ساختار سازمانی بیشترین تأثیرگذاری و تأثیرپذیری را بر آینده مشارکت در ورزش همگانی دارند. در این بین عامل اقتصادی و تکنولوژیکی بیشترین سهم را در اثرپذیری مستقیم داشته اند.

Implementation of strategic plans in the Iranian sport system requires conditions and environments that need to be prepared so that different organizations and institutions can move towards achieving their goals and vision. Therefore, the main purpose of this study is to huge analysis of the driving factors in propellants strategic plans of Iranian sports organizations. The present study is applied in terms of purpose and in terms of nature, analytical and exploratory using a combination of qualitative and quantitative models. The statistical population of the study consisted of executive and academic elites with sufficient expertise and experience on the issue of strategic programs in sports organizations. The sampling method was purposefully selected and the sample size was 13 persons. Qualitative data were obtained through open-ended questionnaire interview and quantitative analysis of documents and quantitative data used in this study. Final analysis was performed on 14 recursive matrices. The collected data were analyzed using the MICMAC software. The findings showed that the key driving forces of economic, technological, communication, political and organizational structure have the most influence on the future of participation in public sport. Among the economic and technological factors have had the largest share of direct impact. The findings of this study showed that what are the key variables in the implementation of sports organizations' strategic plans, the knowledge output of this information helps managers to formulate and implement a smarter operational plan for each alternative.
