Statistical population included managers, experts and experts in sport insurance in the Iran. The statistical sample was estimated sufficiently for structural equation modeling in PLS software (138 persons) and sampled by Theoretical (judgment) method. The research tool was a questionnaire extracted from the qualitative (systematic exploration) part of the research consisting of 15 variables and 58 questions on a 5-point Likert scale. Validity of the questionnaire was assessed by content validity (11 experts), reliability (Cronbach's alpha: 0.87) and construct validity (model fitting). Findings were analyzed by PLS software (version 3). Modeling results showed that strategic management efficiency has significant effect on law updating, financial management optimization, facility development, human capital empowerment and communication capacity building (With coefficients: 0.58, 0.62, 0.54, 0.59 and 0.55). Also, communication capacity building and human empowerment (with coefficients of 0.60 and 0.25) had a significant effect on insurance education and culture. The effect of upgrading the surveillance system on improving insurance premiums and improving insurance damages was also significant (with coefficients: 0.56 and 0.36). Finally, expanding coverage range, promoting insurance literacy and enhancing customer satisfaction (with coefficients of 0.59, 0.74, and 0.81, respectively) had a significant effect on improving the penetration coefficient of sports insurance. Generally, based on the findings of the study it can be said that the model of promotion of the sports insurance system consists of a systematic flow of structural, functional, process, functional and consequential factors.
