چکیده

هدف از انجام این پژوهش، شناسایی و اولویت بندی عوامل موثر بر عدم اثربخشی ورزش وزارت جهادکشاورزی بود. جامعه آماری پژوهش را مسئولین تربیت بدنی سازمان­ها و شرکت­های تابع وزارت جهاد­کشاورزی تشکیل می­دادند که در مجموع، 82 نفر بودند. روش پژوهش توصیفی و از لحاظ هدف، کاربردی است. ابزار گرداوری اطلاعات، پرسش­نامه محقق ساخته­ای بود که روایی صوری و محتوی آن توسط صاحب نظران مورد بررسی و تائید قرار گرفت. برای محاسبه پایایی ابزار از روش آلفای کرونباخ استفاده شد (81/0α=). برای تجزیه و تحلیل داده­ها از آزمون فریدمن استفاده شد. یافته ها نشان داد، عوامل موثر بر عدم اثربخشی ورزش وزارت جهاد کشاورزی به ترتیب سیاست و تصمیمات دولت، رویه های کاری، اهداف و ماموریت ها، فناوری اطلاعات، ساختار سازمانی و برنامه­ریزی می­باشد و در هر یک از این حوزه­ها نیز با محدودیت­های مختلفی روبرو است. به منظور توسعه ورزش کارکنان و افزایش مشارکت افراد در برنامه­های ورزشی، استراتژی ورزش کارکنان باید در جهت مرتفع کردن محدودیت­های سیاست­گذاری، رویه­های کاری، اهداف و ماموریت، فناوری اطلاعات، ساختار سازمانی و برنامه­ریزی تدوین شود.

چکیده [English]

 

The purpose of the present study is to identify and prioritization of effective factors on ineffectiveness in Agriculture Ministry sport. The research method is descriptive and it is a type of survey. Target population included physical education experts in company and organizations of agriculture ministry, and was 82 subjects. Data collection is done by researcher-made questionnaire whose face and content validity is confirmed by experts and Cronbach’s alpha coefficient was used to test the reliability of the questionnaire (α = 0.81).  Freidman test was used to analyze the data. The result showed, average rank of factors on ineffectiveness in Agriculture Ministry Sport was policy and decision of government, procedure, mission and goals, information system, organization structure and planning. For development government employees and increase people participation in sport program, sport strategy in government employees should write according of challenges policy, procedure, mission and goals, information system, organization structure and planning.
