چکیده

هدف از پژوهش حاضر، شناسایی و تدوین الگوی موانع اجرای برنامه‌های استراتژیک در وزارت ورزش و جوانان ایران بوده است. این تحقیق توصیفی بوده و به شیوه میدانی انجام شده است. جامعه و نمونه آماری این پژوهش شامل تمامی مدیران و کارشناسان ارشد و نخبگان وزارت ورزش و جوانان ایران و همچنین نخبگان برنامه ریزی استراتژیک در ورزش کشور بود که پس از توزیع پرسشنامه، تعداد 257 پرسشنامه تکمیل و در فرایند تجزیه و تحلیل وارد شد. با توجه به اهداف تحقیق، جهت گرد‌آوری داده‌‌ها از ابزار پرسشنامه محقق ساخته استفاده گردید. ضریب پایایی کلی پرسشنامه پژوهش، طی یک مطالعه مقدماتی برابر با 87/0α= بدست آمد. روایی صوری و محتوایی با استفاده از نظران نخبگان و روایی سازه با بهره گیری از تحلیل عاملی تاییدی مورد بررسی و تایید قرار گرفت. برای تجزیه و تحلیل آماری داده ها از آزمون‌های فریدمن، تحلیل عاملی تاییدی بهره گرفته شد. یافته‌های حاصل حاکی از آن است که تمامی 5 مانع مورد بررسی دارای نقش بازدارندگی قابل توجهی در اجرای استراتژی ها بوده و رتبه بندی آنها بترتیب عبارت اند از: موانع مدیریتی (58/75%)، موانع برنامه‌ریزی (23/74%)، موانع فردی (23/73%) ، موانع سازمانی (59/72%) و در نهایت موانع محیطی (06/71%). بررسی قابلیت برازش الگوی موانع اجرای برنامه های استراتژیک در وزارت ورزش و جوانان نشان داد که تمامی شاخص های تناسب در این مدل در محدوده قابل قبول قرار دارد (069/0 RMSEA<،86/0AGFI >، 92/0< GFI). مدیران و سیاست‌گذاران وزارت ورزش و جوانان و همچنین سایر سازمان‌های ورزشی در راستای اجرای استراتژی می‌توانند از این مدل و ابزار به عنوان الگویی جهت توجه به تمامی موانع پیش روی اجرای استراتژی و حل آنها استفاده نمایند.

Identify and Developing the Model of Obstacles of Successful Implementation of Strategic Plan in Sport and Youth Ministry of Iran

چکیده [English]

The purpose of this study was to identify and developing the model of obstacles of successful implementation of strategic plan in sport and youth ministry of Iran. The research population consists of all executive managers, middle managers, operational managers, professional experts, experts, consultant and elites of sport and youth ministry of Iran(N=320). Their number is 257 people while all of them were considered as research sample. In order to data gathering, semi structured interviews and researcher made questionnaire was used. In order to inferential analyze Friedman test, confirmatory and exploratory factors analysis was applied. Result of exploratory and confirmatory factors analysis of research questions led to identify five following factors: planning consequence, organizational obstacles, managerial obstacles, individual and staffs obstacles and environmental obstacles. Survey of current level of each obstacle in impeding successful implementation of strategies in sport and youth ministry of Iran show the following result: managerial obstacles 75.58%, planning consequence 74.23%, individual obstacles 73.23%, organizational obstacles 72.59%, and environmental obstacles 71.06%. Furthermore, the model of obstacles of successful implementation of Strategies in sport and youth ministry of Iran was well developed and its reliability and validity was confirmed (RMSEA=0.069, AGFI=0.86, GFI=0.92). As a result, the Policymakers and managers of sport and youth ministry and other sport organizations can use this model in order to identifying and determining the role of each obstacle in Successful Implementation of Strategies.
