چکیده

سازمان های امروزی با افزایش شتاب، پیچیدگی و غیرقابل پیش‌بینی بودن تغییر مواجه هستند و بقای سازمان در محیط متغیر و رقابتی به توانایی آن در توسعة کارکنانش بستگی دارد. هدف اصلی این پژوهش طراحی الگوی توسعة منابع انسانی وزارت ورزش و جوانان بود. این پژوهش از نظر هدف کاربردی و در چارچوب رویکرد کیفی انجام شده است. جامعه آماری شامل خبرگان و صاحب‌نظران دانشگاهی، مدیریتی و اجرایی بودند که با استفاه از روش گلوله برفی نمونه‌گیری انجام شد و با هماهنگی قبلی با متخصصان، مصاحبه‌های کیفی نیمه‌ساختار یافته انجام شد. مصاحبه‌ها تا مرحله اشباع نظری ادامه یافت (14=n) برای تحلیل داده‌ها از تکنیک تحلیل موضوعی (تم) استفاده شد. جهت اطمینان از روایی پژوهش، بررسی توسط اعضاء (مصاحبه‌شوندگان) و روش چند سویه‌نگری منابع داده‌ها و برای محاسبه پایایی کدگذاری‌های انجام شده، از روش‌های پایایی باز‌آزمون و پایایی توافق درون موضوعی (توافق بین دو کدگذار) استفاده گردید. پس از پیاده‌سازی محتوای مصاحبه‌ها و تحلیل مقدماتی آن‌ها، کدها یا مفاهیم اولیه شناسایی و به منظور دستیابی به مقوله‌های اصلی کدهای مشابه در یک طبقه قرار گرفتند. یافته‌های تحقیق نشان داد که مهم‌ترین عوامل توسعه منابع انسانی در وزارت ورزش و جوانان شامل عوامل سازمانی، عوامل شغلی، عوامل فردی و در نهایت راهبردهای توسعه منابع انسانی می‌باشند. پیاده‌سازی این مدل می‌تواند ساختاری نظام‌مند در چارچوب ضوابط برای توسعه کارکنان وزارت ورزش و جوانان بوجود آورد.

Current organizations facing with increasing, complexity and unpredictability of changes and their survival in a changing and competitive environment depends on their ability to develop employees. The main purpose of this study was to design a human resource development model for the Ministry of Sports and Youth. The study was done in the framework of qualitative approach with applied purpose. The statistical population consisted academic, managerial and executive experts who were identified using Snowball sampling method. They were interviewed in a qualitative semi-structured pattern that was conducted in prior coordination with experts. Interviews continued until the stage of theoretical saturation (n = 14). Thematic analysis (theme) technique was used to data analyzes. To ensure the validity of the research, reviewing the method by samples (interviewees) and the multilateralization of data sources were performed and to calculate the reliability of the performed codlings, retest reliability and intra-subject agreement reliability (agreement between two coder) methods were used. After implementing the content of the interviews and their preliminary analysis, the initial codes or concepts were identified and in order to achieve the main categories, similar codes were placed in a category. Findings showed that the most important factors in human resource development in the Ministry of Sports and Youth include organizational, job and individual factors and also human resource development strategies. Implementing this model can create a systematic structure within the framework of criteria for the staff development of the Sports and Youth Ministry.
