چکیده

ساختار کارآمد، مهمترین عامل دستیابی به اهداف در تمامی نظامها ازجمله نظام ورزش است؛ بنابراین، هدف از اجرای این پژوهش، ارائة مدل آسیبشناسی ساختار ورزش ایران بود. پژوهش ازنظر هدف، کاربردی و به روش کیفی انجام شد. برای تدوین مدل پارادایمی از نظریة زمینهمحور استفاده شد. صاحبنظران آگاه به موضوع شامل اساتید دانشگاه و مسئولان مرتبط جامعة پژوهش بودند که با روش نمونهگیری نظری، 32 نفر از آن‌ها انتخاب شدند. برای جمعآوری اطلاعات از مصاحبة نیمه‌ساختاریافته و عمیق استفاده شد. یافتهها نشان داد عواملی که موجب پیدایش پدیدة نبود انسجام و یکپارچگی در ساختار ورزش ایران میشوند، ساختار بوروکراتیک، ابهام در وظایف، تداخل وظایف و پراکندگی وظایف هستند. دراین‌راستا، مجریان با توجه به محیط خرد، شامل ضعف تشکیلات دولت، ضعف منابع سازمانی و ضعف فرایندها و با توجه به محیط کلان شامل محیط اقتصادی، سیاسی، اجتماعی، حقوقی و بینالمللی، راهبردهای تدوین قوانین، تعامل نهادی و تغییرات ساختاری را با هدف مقابله با نبود انسجام و یکپارچگی در ساختار ورزش کشور تشخیص می‌دهند. پیامد توسل به این راهبردها، مغایرت در اجرا، اتلاف منابع، تشدید بوروکراسی و تعارض ساختاری است که با عنوان فرایند آسیبشناسی ساختار ورزش ایران تبیین میشود؛ بنابراین، پرهیز از بوروکراسی، حذف وظایف موازی، توزیع متوازن قدرت، تقویت بخش خصوصی، تبیین شرح وظایف و ارتباطات روشن برای تمام نهادها و برقراری هماهنگی بین آنها از مهمترین اصولی هستند که برای انسجام و یکپارچگی ساختار تشکیلات ورزش ایران باید رعایت شوند.

Presenting a Pathological Model of Sport Structure in Iran

چکیده [English]

An efficient structure is the most important factor for reaching goals in all systems including sport system. The purpose of this research was to design a pathological model for sport in Iran. It was an applied research and was performed based on qualitative research method. Grounded theory (GT) technique was used for developing the pathological model. Population consisted of experts in this area (professors, faculty and officials) that 32 of them were selected using theoretical sampling. Data are collected through in-depth semi-structured interviews. The findings of the coding show that research core category, “lack of integrity” is the product of bureaucratic structure, task ambiguity, overlapping functions and distribution of tasks as causal conditions. Micro environment include the weakness of government establishment, the weakness of human recourse and weakness processes. The macro environment include economic, political, social, legal and international environment. Strategies include: provision laws, collaboration of institutions and Structural changes. Consequences include conflicts in implementation, waste of resources, the intensification of bureaucracy and structural conflict. Therefore, avoiding bureaucracy, removing parallel and common tasks in organizations, symmetrical distribution of authorities and power among organizational units, clear definition of communications among units, explaining explicit duties for all organs, splitting the national work and coordination among structures are the most important principles which should be regarded in order to achieve organizational integrity and coherence in Iranian sport system.
