Abstract
The present study aimed to investigate the indicators of effective health, safety and environment (HSE) management in sports and recreational facilities in Alborz province municipalities, using a qualitative method and a grounded theory approach. Data were collected through in-depth semi-structured interviews with 15 experts, including academics, HSE specialists, and municipal safety and hazard experts, and analyzed using MAXQDA 2022 software. The research findings at the level of main strategies included five core categories: 1) legal and regulatory strategies (25%), 2) environmental sustainability (21%), 3) training and empowerment (20%), 4) human strategies (20%), and 5) infrastructure and equipment. Also, five groups of outcome categories were identified, including health, management development, social, environmental, and sports participation. The results show that aligning local management strategies with international standards (such as ISO 45001) and prioritizing HSE strategies play a key role in promoting user safety, maintaining ecological balance, and achieving sustainable management in sports facilities.
