Abstract

The purpose of this study was to analyze the cultural and social barriers to implement general polices of article 44 in Iran professional sport.
For this purpose, researchers interviewed knowledgeable elites and experts by using a qualitative research method. Finally, 35 interviews were done with 26 persons and data collection was finished until theoretical saturation. In accordance with qualitative research principles, data analysis was done simultaneously with data collection. Results showed that the most important cultural and social impediments of general polices of article 44 implementation, were included: resistance of some experts and specialists with privatization issues, historical roots and 80 years olds of governmental economics, ownership attitudes of government on corporation, firms and industries, ambiguity in relegations and fears of change effects in managers and directors of clubs, resistance of governmental managers and directors with decrease of their management or control’s area, absence of professional sport culture in managers and directors of clubs, distrust of some governors and directors on efficiency and effectiveness of private sectors, absence of economic attitudes on sport issues, expectancy of cultural and educational functions from professional sport clubs
