چکیده

هدف از انجام پژوهش حاضر، ارائۀ ساختار سازمانی پیشنهادی برای وزارت ورزش جمهوری اسلامی ایران می‌باشد. روش این پژوهش، ترکیبی (کمی ـ کیفی) بوده است. بدین‌شکل که در قسمت کمی از پرسشنامه «بررسی شاخص‌های سنجش ساختار سازمانی» رابینز (1990) بهره گرفته شد و در قسمت کیفی از مصاحبه‌های نیمه‌باز با خبرگان مدیریت و ورزش استفاده گردیده است. روایی پرسش‌نامه توسط ده تن از اساتید و خبرگان مدیریت ورزشی و پایایی از طریق یک مطالعه مقدماتی و با استفاده از روش آماری آلفای کرونباخ مورد تایید قرار گرفت. جامعۀ آماری در بخش کمی را مدیران و کارشناسان وزارت ورزش و جوانان و نیز اساتید و اعضای هیأت علمی تربیت‌بدنی و علوم ورزشی شهر تهران به تعداد 420 نفر تشکیل دادند و تعداد نمونه براساس جدول مورگان برابر با 200 نفر در نظر گرفته شد. نتایج نشان می‌دهد که تعداد نمونۀ پژوهش در سازمان‌های اداره‌کنندۀ کشورهای منتخب شامل 47 نفر از مدیران و کارشناسان خبرۀ بخش ورزش در کشورهای کانادا، استرالیا، انگلستان، کره جنوبی و ایتالیا می‌باشد. علاوه‌براین، این ساختار شامل: چهار معاون وزیر و نیز رؤسای سازمان‌های ورزش پرورشی، همگانی، قهرمانی و حرفه‌ای است که هرکدام براساس مأموریت خود با وزارت‌خانه‌ها و نهادهای مربوطه تعامل دارند. ساختار پیشنهادی می‌تواند در چابک‌سازی و تفکیک وظایف و نیز تسهیل انجام مأموریت‌های این وزارت‌خانه نقش مؤثری داشته باشد.

چکیده [English]

The main purpose of this study was to present the proposed organizational structure for the Ministry of sport of the Islamic Republic of Iran. The present research is a mixed methods and for qualitative part the Robbins (1990) organization structure dimension questionnaire and for qualitative part the semi structured interviews with the experts have been used. Validity of questionnaire have been approved by statistic methods and comments by supervisors and consultant. To check the reliability of questionnaire cronbach alpha was used. The study population in quantitative part was consisted of managers and experts from the Ministry of Youth and Sports as well as professors and faculty of Physical Education and Sport Sciences in Tehran. Their number is equal to 420 peoples and the sample were considered equal to 200. The sample in the selected countries including 47 managers and experts of the sport in Canada, Australia, England, South Korea and Italy. To achieve research goals, first, the current status of the existing organizational structure was studied and in the second step the strengths and weaknesses of current organizational structure was diagnosed. Finally using exploratory interviews with experts has been paid to design the proposed organizational structure for the Ministry of sport. The structure includes four deputy ministers and heads of training, sport for all, athletics, and professional sport that each has interactions with the relevant ministries and institutions based on their missions. The proposed structure have an effective role in facilitating the agility, separation of duties and achievement of missions by the ministry.
