چکیده

هدف تحقیق حاضر طراحی مدل پرورش مدیران ارشد ورزشی مبتنی بر شایستگی حرفه‌ای در ساختار سازمانی آموزش و پرورش ایران با رویکرد ساختاری تفسیری بود. تحقیق حاضر به لحاظ هدف از نوع کاربردی و از لحاظ نوع ماهیت داده‌ها جزو تحقیقات کیفی بود. مشارکت‌کنندگان در پژوهش شامل مدیریت ورزشی آشنا به موضوع پژوهش، مدیران آموزش و پرورش کلان شهرها و استان‌ها، مدیران سابق ورزشی یا حال وزارت آموزش و پرورش و فدراسیون ورزش دانش آموزی می باشد، که در مجموع 21 مصاحبه انجام شد و 9 نفر به پرسش‌نامه ماتریسی پاسخ دادند. طبق یافته‌ها 93کد باز به‌دست ‌آمده در 15 مفهوم فرعی و سه مقوله اصلی توانایی-های اولیه، توانایی‌های ثانویه و توانایی‌های خاص جای می‌گیرند. نتایج مدل‌سازی ساختاری تفسیری نشان داد، مفاهیم در هفت سطح قرار دارد. در سطح اول و پایین‌ترین سطح بوم‌شناسی ورزشی و مسئولیت اجتماعی؛ در سطح دوم شبکه‌سازی و قابلیت عملیاتی نمودن در ورزش؛ در سطح سوم قابلیت‌های شخصی و توانایی‌های ذهنی؛ در سطح چهارم آگاهی‌های سیاسی؛ در سطح پنجم سه عامل توانایی‌های گزینشی، مهارت‌های ارتباطی و توانایی تصمیم‌گیری؛ در سطح ششم تفکر توسعه‌ای و دید استراتژیک و در نهایت در سطح آخر و مهمترین سطح سه عامل قابلیت‌های علمی و تخصصی، توانایی‌های مدیریتی و توانایی مرجعیت و اخلاق حرفه‌ای قرار داشت. در یک نتیجه‌گیری کلی باید بیان کرد گزینش مدیران به نحو صحیح و متناسب با الگوی شایستگی‌های حرفه‌ای صورت پذیرد تا منافع و اهداف سازمان به نحو شایسته تامین شود.

چکیده [English]

The aim of the current research was to design a training model for senior sports managers based on professional competence in the organizational structure of Iran's education and training with an interpretive structural approach. The current research was applied in terms of its purpose, and in terms of the nature of the data, it was a qualitative research. The statistical population includes sports management familiar with the subject of the research, education managers of big cities and provinces, former or current sports managers of the Ministry of Education and the Student Sports Federation, in total 21 interviews were conducted and 9 people answered the questionnaire. Matrix replied. According to the findings. The results of interpretative structural modeling showed that the concepts are on seven levels. At the first and lowest level of sports ecology and social responsibility; At the second level, networking and operational capability in sports; In the third level, personal abilities and mental abilities; At the fourth level of political awareness; At the fifth level, three factors are selective abilities, communication skills and decision-making ability; In the sixth level, developmental thinking and strategic vision, and finally, in the last and most important level, there were three factors of scientific and specialized abilities, management abilities, authority ability, and professional ethics. In a general conclusion, it should be stated that the selection of managers should be done correctly and in accordance with the model of professional competencies, so that the interests and goals of the organization can be properly provided
