چکیده

این پژوهش با هدف تعیین مؤلفه‌های مدل مدیریت عملکرد منابع انسانی در وزارت ورزش و جوانان انجام شد که با استفاده از رویکرد مبتنی بر رویکرد تحلیل محتوا صورت گرفت. جامعة آماری این پژوهش مدیران ارشد و میانی وزارت ورزش و جوانان بودند که با استفاده از نمونه‌گیری هدفمند و گلوله‌برفی و با توجه به اشباع نظری، درمجموع 14 نفر به‌عنوان مشارکت‌کننده انتخاب شدند و داده‌ها با روش مصاحبة نیمه‌ساختاریافته گردآوری شدن. در مرحلة بعد برای تجزیه‌وتحلیل داده‌ها از کدگذاری استفاده شد. به‌منظور کدگذاری مصاحبه از نرم‌افزار ان ویوو نسخة 10 استفاده شد. ممیزی این پژوهش نظر به ماهیت کیفی‌بودن آن با معیارهای اعتبار، انتقال، اعتماد، تأیید و اصالت بررسی شد. درنهایت یافته‌ها در 77 مقولة خرد، 26 مقولة فرعی و 13 مقولة اصلی دسته‌بندی شدند. براساس کدگذاری‌ها و نتایج به‌دست‌آمده، مقوله‌های اصلی شامل مدیریت مشارکتی، بهره‌وری، خلاقیت و نوآوری، ارتباطات، حاکمیت روابط، قانونی و سیاسی، برنامه‌ریزی، ارزیابی، توسعه، تقدیر از نتایج، آموزش، بلوغ سیستم و رقابت‌پذیری بود.

چکیده [English]

The objective of this research is to specify the components of Human Resources Management Model in Ministry of Sport & Youth based on content analysis approach. The statistical community of this research includes senior and middle managers of Ministry of Sport & Youth, who were elected using targeted and snowball sampling, and considering theoretical saturation, totally 14 persons were appointed as participants; data were gathered with the method of semi-structured interview, then coding was applied in the next stage to analyze data. In order to have coding interview, N-Vivo 10 software was used. Regarding its qualitative essence, assessment of this research was done with the criteria of credit, transfer, confidence, certification and originality. Finally, the achievements were categorized in 77 micro-categories, 26 sub-categories and 13 main categories, which were made based on coding, and the obtained results of main categories include contribution management, efficiency, innovation and renovation, communications, relation sovereignty, legally and politically, planning, evaluation, development, appreciating results, training, system maturity, competitiveness.
