چکیده

هدف از پژوهش حاضر، ساخت و اعتباریابی ابزار تعیین شایستگی‌های محوری برای انتصاب مدیران ادارات ورزش و جوانان بود. جامعۀ آماری پژوهش را نخبگان مدیریت ورزشی شامل: اعضای هیأت‌علمی رشتۀ تربیت‌بدنی، رؤسای فدراسیون‌های ورزشی، مدیران منتخب و کارشناسان خبرۀ وزارت ورزش و جوانان تشکیل دادند (450 نفر‌) که بر‌مبنای جدول مورگان، 209 نفر از آن‌ها به‌روش تصادفی ـ طبقه‌ای به‌عنوان نمونه انتخاب شدند. ابزار اندازه‌گیری مورداستفاده، ابزار 58 سؤالی شاخص‌های شایستگی شامل چهار عامل کلی (فراشایستگی، شناختی، اجتماعی و وظیفه‌ای) بود که بر‌اساس طیف لیکرت پنج‌گزینه‌ای (از بسیار زیاد=یک تا بسیار کم=پنج) به سؤالات آن امتیازدهی شد. شایان‌ذکر است که اعتبار صوری و محتوایی ابزار توسط اساتید مدیریت ورزشی تأیید گردید. همچنین، از شاخص‌های توصیفی برای توصیف داده‌ها، از آلفای کرونباخ برای تعیین پایایی، از آزمون‌ کرویت بارتلت برای تعیین کفایت نمونه‌گیری و از تحلیل عاملی تأییدی برای تعیین اعتبار سازه در نرم‌افزار اس.‌پی.ا‌س.‌اسو لیزرلاستفاده شد. یافته‌ها نشان‌دهندۀ پایایی (94/0) برای ابزار شاخص‌های شایستگی می‌باشد. در‌خصوص اعتبار سازه نیز مشاهده می‌شود که هر 58 سؤال رابطۀ معناداری با عامل‌ها داشته‌اند. همچنین، نسبت شاخص خی‌دو به درجۀ آزادی (987/106)، 078/0=آر.ام.سی، 94/0=ان.اف.آی، 93/0=ان.ان.اف.آی، 94/0=سی.اف.آی، 92/0=جی.اف.آیو 90/0=ای.جی.اف.آی ‌برازش مدل را تأیید می‌کنند‌. به‌طورکلی، نتایج حاکی از آن است که تمامی عامل‌ها پیشگوی خوبی برای مفهوم شایستگی مدیران ادارات ورزش و جوانان بوده و اعتبار درونی و بیرونی ابزار تعیین شایستگی‌های محوری برای انتصاب مدیران ادارات ورزش و جوانان تأیید می‌شود.

چکیده [English]

The aim of present study was to make and validate a tool for determining core competencies for appointment of Administrative Manager of Sports and Youth. Statistical population of this study was composed of all sport management professors in universities, chairman of the federations and also elected leaders and experts of the ministry of youth and sports (N=450). Due to the large population study class random sampling method was used (n=209). Measurement instrument was a questionnaire 57 item which contains included 4 general factors (meta-competencies, cognitive dimension, social dimension and functional dimension). In order to make sure about validity of this questionnaire, an expert’s panel composed of management professors was applied. For testing its reliability,30 questionnaires were completed and 0/94 Cronbach’s alpha was calculated which was an appropriate reliability coefficient for this study. Data analysis of this study was done by the method of descriptive and inferential statistics and factor analysis and in LISREL and SPSS software environments. All questions had a significant relationship with their agents in reliability structure, the amount of relationship and T-value, and they could be a good predictor for their agents. Indexes X2/df=106.987, RMSEA=0.078, NFI=0.94, NNFI=0.93, CFI=0.94, GFI=0.92 and AGFI=0.90 confirmed the goodness of model. Also, the results about the relations of factors with the meaning of competency showed that all factors could be a good predictor for concept of competency. Finally, internal and external validity of core competencies for appointment of operational sport managers in Iranian ministry of youth and sports model was accepted.
