چکیده

انتخاب استراتژی‌های یک سازمان به‌دلیل آن‌که قضاوت تصمیم‌گیرندگان در میزان اهمیت و ارجحیت هر‌یک از گزینه‌ها و یا معیارها در شرایط عدم قطعیت می‌باشد، یک مسألۀ تصمیم‌گیری چند‌معیاره است. دراین‌راستا، هدف اصلی پژوهش حاضر به‌کارگیری یکی از روش‌های تصمیم‌گیری چند‌معیاره در شرایط عدم قطعیت (روش تصمیم‌گیری خاکستری) جهت ارزیابی و رتبه‌بندی استراتژی‌های توسعۀ ورزش هندبال استان سمنان بود. روش این پژوهش، توصیفی ـ تحلیلی بوده و در دو بخش کیفی و کمی به‌شکل میدانی انجام گرفته است. نمونۀ آماری پژوهش را 41 نفر از خبرگان ورزش هندبال استان سمنان در بخش تحلیل SWOT‌ و گروهی خبره متشکل از هشت نفر در بخش تدوین استراتژی‌ها و تصمیم‌گیری چند‌معیاره تشکیل دادند. در این پژوهش بر پایۀ تئوری سیستم‌های خاکستری، ابتدا وزن هریک از معیارهای استراتژیک‌محور برای تمامی گزینه‌ها مشخص شد و سپس، با استفاده از روش درجۀ امکان خاکستری، رتبه‌بندی استراتژی‌ها انجام گرفت. براساس نتایج، نه استراتژی تدوین‌شده با استفاده از نه معیار مورد‌ارزیابی قرار گرفت و در‌نهایت، استراتژی‌های توسعۀ ورزش هندبال استان بر‌اساس شاخص‌های مربوطه رتبه‌بندی گردید. به‌طورکلی، می‌توان گفت ازآن‌جایی‌که برنامه‌ریزی استراتژیک در شرایط عدم قطعیت انجام می‌شود، استفاده از روش‌های تصمیم‌گیری چند‌معیاره در شرایط عدم قطعیت می‌تواند منجر به بهبود تصمیم‌گیری گردد.

چکیده [English]

The selection of strategies of an organization is a multi criteria decision making method. Therefore, the main propose of this study was using one of the methods of multi criteria decision making under uncertainty (Grey System Theory) to evaluate and rank the Strategies of handball development in Semnan province. The research method is analytical – descriptive. The Statistical sample of this study were experts of Handball in Semnan province (n =41 for SWOT Analysis and n=8 for experts group). In this study, based on gray systems theory the weight of each criteria determined for all the options, and then using the Grey Possibility Degree, ranking strategies were performed. Based on the results, 9 strategies were evaluated using nine criteria. Finally, Handball development Strategies of Semnan province were ranked on the basis of relevant criteria. Since strategic planning is done in conditions of uncertainty, using multiple criteria decision making under uncertainty can improve decision making.
